CEF (Pty) Ltd

CCE Solutions (Pty) Ltd is a joint 8.8 MW biomass to electricity project owned by CEF (Pty) Ltd and Carbon and Environmental Options (Pty) Ltd wherein CEF owns the majority of the shares. The plant will be located in George in the Western Cape and feedstock in the form of wood waste will be used to generate the green electricity. George Local Municipality is willing to enter into a Power Purchasing Agreement as they have a mandate to supply 15% renewable or green energy into the local grid by 2013.

The Government’s renewable energy mandate will be addressed for the first time in this area, inspiring confidence in the technology and within the sector as a whole. In this way the project will also serve to lighten the level of dependence on the national energy provider which is currently in crisis and is often unable to supply the country’s peak energy needs.

South Africa is poised to become a significant player in the renewable energy sector not just in Africa, but the world wide due to an abundance of space and renewable resources. This project is the first such biomass to energy project in the country and will establish credibility and expertise not just within the sector but on an international scale as well.

Carbon and Environmental Options (Pty) Ltd is a black economic empowerment (BEE) company based in South Africa that focuses on sustainable development through the use of renewable energy technologies.

CEF (Pty) Ltd is the main project sponsor. As a market leader in the quest for alternative and renewable energy solutions to assist in addressing South Africa’s power concerns, CEF (Pty) Ltd is a private company incorporated in terms of the Companies Act. It controls entities in the energy sector with commercial, strategic, regulatory and developmental roles.

Among other corporate functions, CEF (Pty) Ltd manages the Central Energy Fund on behalf of the Government. The one share issued by CEF (Pty) Ltd is held by the State and is not transferable. The company is controlled by the Minister of Minerals and Energy who appoints the board of directors who act as the accounting authority in terms of the PFMA.

CEF (Pty) Ltd has extensive expertise in renewable energy generation in South Africa and through its Energy Development Corporation (EDC) division, is a majority shareholder in the Darling Wind Power project in the Cape initiated in 2004. The EDC has also been involved in the establishment of the Bethlehem Hydro project: a mini-hydro scheme that will create 3.9MW of electricity.
